I don't really use cover tiles at this stage. This is because they are too light and will look very messy. If there are no cover tiles at the very bottom, it's not important to keep this in mind! The top is the one to hide the cover of the tree as it's too soft. I also sometimes play with cover tiles, usually using them to cover the top of the tree.
