"This is a very important change," said Chris Taylor, a member of the Northside Town Council. "I think the building has changed our community."

"It wasn't a problem here because we used to have lots of people here. Now it's about a 20 storey apartment with a second suite, a second patio, a second dining room with a second wall off the back patio. That is a very small building. But it's kind of changing in a good way."

But they said they had seen changes and hoped the small apartment was a sign of life in the other suburbs.

"It's not a big difference right now, but it's nice to see that the city is still accepting new residents," said Dave Stott, owner of the Stoney Shack Tavern & Suites in Oakville.

"It's an incredibly welcoming place and I'm sure it will get better around the same time. It certainly is changing," he said.

The owner, John Miller, said he was thrilled to see the development.

"I can't wait to see where this gets built," said Miller. "It will bring more than 40 people into the neighborhood.

"It's a great spot to have such a small building in a small town. We're certainly very excited about it."
